A fertile land for terrorism

Extremist forces and terrorist groups usually thrive in areas with a lack of governance or weak governance.  Developments in Afghanistan over the past quarter, including the irresponsible withdrawal of US troops from the country and the lack of consensus on the participation of various Afghan political groups to form a transitional government that eventually led to Taliban unilateral domination of power throughout Afghanistan, went to adopt a land with weak sovereignty and even in some parts without sovereignty in Afghanistan.  This situation has provided the ground for the growth and development of terrorist groups.  The Taliban lack the necessary organizational, political, and security cohesion.  The type of organization of this militia group is mostly based on geographical origin and clan and tribal lineage.  There is a very small part of the Taliban who are members of this group regardless of tribal and tribal lineage, and the majority of the forces of this group are members of this group based on their geographical origin and tribal lineage.  In addition, in many parts of Afghanistan, there is no clear boundary between the various extremist groups, and in some parts of Afghanistan, the infiltration of ISIS among the Taliban can be considered very probable and sometimes definite.  As a result, the Taleban themselves are less able to deal with such threats.  In addition, because the Taliban did not and do not have the necessary administrative structures to confront the social, economic and administrative problems of the Afghan people.

the government-paid forces in the country today are struggling with poor economic conditions and working conditions.  Having lost their source of income and livelihood, they may simply join armed groups that promise to provide them with wages and salaries.  Afghanistan’s economic and social crisis has enabled ISIL to recruit.  The economic and social situation of the Afghan people has deteriorated, and for a hungry stomach, joining one of the extremist groups is usually the only way to survive.  Even if the economic woes in Afghanistan continue and the Taliban are unable to pay the wages of their loyal forces, it is unlikely that many of the forces attributed to this group will gradually join rival groups with their weapons.  The result of these issues will be the creation of fertile ground for extremist and terrorist groups and the export of chaos and terrorism from Afghanistan to the region.

The security risk from Afghanistan is very high, especially for the surrounding countries.  Many countries still do not understand threat from Afghanistan seriously.  This land has been left for the turmoil and the costs of this turmoil have been borne by the United States on the countries of the region.  Unfortunately, in the region, there is no solidarity and empathy between the countries of the region.  The security of the countries in the region is interconnected.  Holding meetings such as the meeting of the foreign ministers of Afghanistan’s neighboring countries in Tehran is just one of the necessary steps to reduce the damage caused by the security threat in Afghanistan.  Steps attached to this summit should begin immediately thereafter.  The countries of the region must decide on immediate practical steps, and Afghanistan’s neighbors must take practical measures in various areas of security, social, political and economic, so that they are less harmed by security threats of Afghan origin.  There is no doubt that Afghanistan’s neighbors will suffer from security problems in this country, but it is necessary to take steps to reduce these losses.

Most countries are witnessing a kind of ignorance of the seriousness of Afghanistan’s security threats.  In addition to not knowing enough about the Taliban, some countries have opted to engage directly with the Taliban for fear of insecurity originating in Afghanistan;  The argument of these countries is that there is currently no alternative to the current situation in Afghanistan, this assumption is somewhat correct.  But it should be noted that although the current situation has no alternative, it is not favorable to any of the neighboring countries.  Some countries, with a short-term view, have preferred to secure themselves by engaging with the ruling group in Afghanistan by appeasing the Taliban.  It is essential that the countries of the region have a long-term perspective and assess the security situation in three periods: short-term, medium-term and long-term.  In the short term, the Taliban may be able to help some countries secure their borders, but ultimately it is essential that an inclusive government be formed in Afghanistan that covers all of Afghanistan and has the trust and participation of all factions and groups to counter security threats.  From the territory of this country against the countries of the region and the world.
